I know very little about babel.

The standard method for informing the system about language choice in
Linux variants is the selection of the glibc locale file.  That is
generally what we use in Sugar.

If babel is instead relying on some look up from a CLDR locale, the
easiest thing might be to submit a CLDR locale, which will still
require some effort, especially translation work in ht.
