[IIAB] library.xml UUIDs

Have open a bug report:
https://bugzilla.wikimedia.org/show_bug.cgi?id=50457

Seems to me to be a small bug... but should have some impact for many
users (a least duplicate items in the library of Kiwix).

I Will maybe implement something to fix this only for new generated
files... I should think more about that.

In any case, this should be fixed soon.
