[IIAB] New v0.4-release branch and please start breaking things again

I have created a new 'v0.4-release' stable branch for
Internet-in-a-Box.  Current version number in that branch
(iiab/__init__.py) is 0.4.13

The master branch is now a development branch again.  Feel free to
start breaking things there.  The current version number in master is
0.5.1

Only the v0.4-release branch should be built into RPMs and pushed to
the OLPC/CentOS yum repository.

John Kim is our official "Release Manager".  He is in charge of
v0.4-release.  If you have a bug fix you have made in master that
needs to be put in v0.4-release, notify him and he will cherry-pick
the commit over (as soon as he learns how to do that) and rebuild and
upload the updated yum RPMs.

The yum RPM repo is for the benefit of the OLPC School Server folks.

That is why we need to keep it working with the version of the dataset
they currently have deployed to haiti.  In a few weeks they will be
finishing up their work on their quarterly XSCE release and at that
point we will probably move them up to our 0.5 branch and a new
dataset as well and abandon the v0.4-release branch.
