[IIAB] [XSCE] IIAB RPMs fixed for latest version

We've bracketed the problem.  We were using a copy of the drive you sent.

When we use the original, it works properly.

So we'll split into two paths, primary will be to work on configuring wsgi
to apache.

But we'll also try to track down what went wrong with the copy.
